At CES 2025, the world’s largest tech fair in Las Vegas, Singapore was officially recognized as the most innovative country globally. The country claimed the top spot in the latest Global Innovation Scorecard, surpassing the United States and securing its place at the forefront of technological advancement. This ranking, compiled by the Consumer Technology Association (CTA), evaluates nations across a wide range of indicators including workforce education, business creation, and policies that support innovation.

Global Innovation Scorecard 2025

The Global Innovation Scorecard, a biennial ranking, assesses 74 countries and the European Union on their ability to drive technological innovation. This year, the scorecard expanded from 40 to 56 indicators, gathering data from respected organizations such as the World Trade Organization (WTO), World Intellectual Property Organization (WIPO), and the United Nations Conference on Trade and Development (UNCTAD). The comprehensive evaluation takes into account factors ranging from political and economic stability to the legal environment and business climate.

Singapore overtook the United States to claim the top position. The U.S. secured second place, followed by New Zealand, Sweden, and Switzerland, rounding out the top five most innovative nations. Singapore’s rise to the top reflects its continuous commitment to creating a conducive environment for innovation and technological advancement.

Key Factors Behind Singapore’s Success

Singapore excelled in four major categories in the Global Innovation Scorecard:  

1. Business Environment Resilience and Data Transparency: Singapore’s ability to adapt to economic shifts and its transparency in data management contribute to a stable business environment.

2. Pro-Innovation Legal Framework: The country’s legal policies are designed to promote innovation and protect intellectual property, which are essential for nurturing technological development.

3. Support for Start-ups and Small Businesses: Singapore has long been a hub for entrepreneurship, with policies that encourage the growth of new businesses and startups.

4. Tax Policies for Companies: The country’s competitive tax structure attracts both local and international companies, further boosting its position as an innovation leader.

In addition to these categories, Singapore also scored highly in areas such as workforce diversity, broadband speed, and its openness to new technologies, including telehealth and cross-border data flows. These factors combine to create an environment where innovation can thrive.

A Global Model for Innovation

Enterprise Singapore, the trade agency behind Singapore’s innovation push, expressed pride in the country’s top ranking. It emphasized that this recognition underscores Singapore’s exceptional environment for technology and innovation. The country’s rise to first place in the Global Innovation Scorecard, up from 15th place in 2023, reflects its strategic initiatives and commitment to becoming a global innovation hub.
