Highlights of Qatar’s 2nd State Procurement Plan Meeting 2025

Doha, Qatar – In a significant step toward strengthening economic development, the Ministry of Finance, in partnership with the Ministry of Commerce and Industry, Qatar Development Bank, and Qatar Chamber, convened the 2nd State Procurement Plan Meeting 2025. The event aimed to unveil Qatar’s ambitious plans for the future, promoting transparency, supporting local businesses, and driving innovation and entrepreneurship.
The 2025 procurement plan revealed a remarkable expansion in government projects. A total of 3,303 tenders are expected to be issued across 21 economic sectors next year, a substantial increase from 16 sectors in 2024. Furthermore, over 189 economic activities will be represented, significantly up from 100 this year.
Five key sectors will dominate procurement, accounting for 71 percent of tenders:
- IT and Communications
- Administrative and Support Services
- Wholesale and Retail Trade
- Manufacturing and Repair
- Professional, Scientific, and Technical Activities
This wide-ranging approach underscores Qatar’s commitment to diversifying economic growth while prioritizing sectors that can catalyze innovation and job creation.
A core theme of the meeting was empowering local businesses through innovation. Key discussions included:
- Local Value Creation: The importance of integrating local factories, SMEs, and microenterprises into the supply chain to stimulate homegrown talent and resources.
- Digital Transformation: Plans to transition to fully digital government tenders, aimed at increasing transparency, efficiency, and accessibility for businesses.
- Support for Entrepreneurs: Sessions explored competitive pricing strategies, raw material financing, and improving access to local and regional markets.
By emphasizing entrepreneurship, the forum encouraged businesses to adopt innovative technologies and practices, ensuring they remain competitive in a rapidly evolving global economy.
The meeting aligned with Qatar’s Third National Development Strategy, highlighting the private sector as a crucial driver of sustainable development. Officials showcased the remarkable achievements of the inaugural edition, noting:
- A 21% increase in company participation in public tenders.
- A 26% rise in contracts awarded compared to 2023.
This year’s event underscored the continued commitment to enhancing collaboration between the public and private sectors, promoting an environment conducive to long-term growth and investment.
Looking ahead, Qatar plans to build on this momentum by:
- Deepening collaboration with private enterprises and entrepreneurs.
