
HEC Paris Doha Unveils Insights into Qatar’s Startup Ecosystem

Doha, Qatar - At the Web Summit Qatar 2025, HEC Paris, Doha, in collaboration with the Observatory for Support of Entrepreneurship in Africa, introduced the Qatar Entrepreneurial Ecosystem 2024: Structural and Configurational Analysis report. This study marks the implementation of a widely used analytical framework—previously applied in 33 countries—within the GCC region. The Ministry of Communications and Information Technology has been confirmed as a key partner in this initiative.
The 120-page study, led by Dr. Allan Villegas-Mateos, senior research fellow and entrepreneur in residence at HEC Paris, Doha, examines Qatar’s entrepreneurial landscape from 2018 to 2023. It provides a detailed evaluation aimed at policymakers, investors, and industry leaders, delivering actionable insights to drive innovation and business expansion.
The report identifies underdeveloped yet high-potential sectors, including FinTech, AgriTech, and DeepTech. These industries present significant opportunities for growth and investment. The study also pinpoints Lusail and Al-Khor as emerging entrepreneurial hubs that require targeted strategies and resources to reach their full potential.
Employing advanced research techniques such as network analysis, natural language processing, and ecosystem mapping, the study presents an in-depth evaluation of Qatar’s startup environment. It not only highlights structural challenges but also offers clear strategies for progress, ensuring the ecosystem evolves in a way that supports sustainable business development.
The findings emphasize the importance of close cooperation between academic institutions, entrepreneurs, mentors, and investors. Additionally, they underscore the need for improved support structures and initiatives that promote inclusivity—critical components for long-term economic expansion and sustainability.
With the Ministry of Communications and Information Technology playing a pivotal role in this initiative, the report is expected to influence policies and initiatives designed to enhance Qatar’s digital economy.
